Biography
Dr. Eng. Hiyam Aboud Kazem Al-Yasiri was born in Baghdad in 1969 and grew up in a family committed to national values and Islamic principles. Her family suffered severe persecution under the former regime; in 1982, her brother Wahab Aboud Kazem Al-Yasiri and five relatives were executed for their affiliation with the Islamic Dawa Party. She was 12 at the time, a traumatic event that shaped her national consciousness.
Despite harsh circumstances, she excelled academically. She earned a B.Sc. in Electrical Engineering from Al-Mustansiriya University, an M.Sc. in Telecommunications Engineering from the University of Technology, and a Ph.D. in the same field, in addition to a post-doctoral qualification from Australia.
After 2003, she faced multiple assassination attempts yet continued her public service path. She taught at Iraqi universities from 1991 to 2007 and contributed to training generations of engineers. From 2001 to 2003, she served as Assistant Head for Scientific Affairs and Graduate Studies at the University of Technology.
In 2007, she joined the Ministry of Communications as a technical adviser until 2021, playing a key role in policy formulation and digital infrastructure development. In 2021, she became Director General of the Administrative and Financial Department at the Martyrs Foundation. She currently serves as Minister of Communications.
Her national stance and achievements include advocating reform, anti-corruption, and institutional development. She represented Iraq in specialized international forums, helped establish Iraq as a founding member of the Arab Cybersecurity Ministers Council and its executive bureau, advanced Iraq's role as a regional digital and trade corridor, and strengthened governance and transparency in the telecom sector, improving Iraq's ranking in ITU and UPU indicators during her tenure.
